State-owned enterprises in debt crisis

State-owned enterprises (SOEs) in Vietnam had amassed a combined debt of over VND415.347 trillion (USD19.88 billion) to banks by September 2011. State-owned economic groups have large debts than other SOEs The figure was included in the Ministry of Finance (MoF)'s plan to restructure SOEs. Of the sum, 12 economic groups owed VND218.738 trillion (USD10.47 billion), accounting for 52.66% of SOE debt and 8.76% of the banking system's total lending. The State-owned Vietnam National Oil and Gas Group (PetroVietnam), the country's biggest oil producer, topped the list, owing VND72.3 trillion (USD3.46 billion). It was followed by the Electricity of Vietnam Group (EVN) with VND62.8 trillion (USD3 billion), Vietnam National Coal-Mineral Industries Group (Vinacomin) with VND20.5 trillion (USD981.33 million), and Vietnam Shipbuilding Industry Group (Vinashin) with VND19.6 trillion (USD938.24 million). The ministry also said that 30 out of 85 State-owned groups and corporations reported debts three times higher than their equity. Seven groups owed ten times more than their total equity. These were Vietnam Industrial Construction Corporation (VINAINCON), Civil Engineering Construction Corporation No. 1 (Cienco 1), Civil Engineering Construction Corporation No. 5 (Cienco 5), Civil Engineering Construction Corporation No. 8 (Cienco 8), Military Petroleum Company (MIPECO), Thanh An Corporation, and Vietnam Highway Investment and Development Corporation. The ministry noted that the current financial condition of SOEs has proven to be unsafe and that many faced the risk of bankruptcy. Mother and daughter strip naked to save their land

Local authorities in southern Can Tho Province have been investigating a land dispute case in which a mother and daughter stripped naked to protect their land from being taken for a project. Lai and her daughter protest land withdrawal by stripping They claimed that the compensation offered them was insufficient. In order to protect their land, Pham Thi Lai, 52, and her daughter, 33, removed all their clothing in public, on the construction site. On May 29, the chairman of Cai Rang District People's Committee, Mai Hong Chau, reported the case to Can Tho authorities. Tran Nhan Cu, Director of No8 Construction and Investment JSC (CIC8), in Can Tho admitted that it was wrong for the guards to treat them roughly, pushing and dragging the two nude women away. However Cu said that the guards were shocked and angered by the 'extreme' action. He said Lai and her daughter had planned this before they sneaked inside the construction site. In 2003, the former authorities of Can Tho granted CIC8 permission to build new urban area in Hung Thanh Ward, Cai Rang District and approved of the compensation rates for households. Can Tho authorities also twice approved additional compensation funds. In 2011 CIC8 agreed to compensate Lai's family VND1.25 billion (USD60,000), but they continued to refuse. Lai's family has asked to receive 100 square metres of resettlement land for each 1,000 square metres taken. This was not the first protest. Lai's husband, Ho Van Tu, drank pesticide in front of the enforcement team but was saved. Intel preps Ivy Bridge chip with no integrated GPU

Intel has confirmed the arrival of a GPU-less Ivy Bridge chip that will be known as Core i5-3350P. The "P" stands for no integrated GPU but otherwise the i5-3350P is just an Ivy Bridge chip, based on 22 nm technology with four cores, no HyperThreading, 6 MB L3 cache and 3.10 GHz of running clock speed that goes up to 3.30 GHz in Turbo Mode. Intel Ivy Bridge The i5-3350P does have a peculiarity though – it features a 69W TDP due to the lack of an integrated GPU. This means the CPU will be a little cooler and may offer better overclocking margins compared to regular Ivy Bridge CPUs. Vietnam to float gold bar trading six months

Gold traders in Vietnam will have six months to trade in gold bars freely before being compelled to conduct the transactions at stores licensed by the State Bank of Vietnam (SBV). Gold traders will have six months to trade in gold bars freely The SBV stipulated the extension period in Circular No. 16/2012/TT- NHNN, issued on May 25. The circular will take effect from July 10, 2012. During this time, firms and financial institutions who want to trade in gold bars must complete procedures to get a license for their operations from the SBV. Licenses for gold bar production, previously issued by the SBV, will be no longer valid since the Government's Decree No. 24/2012/NĐ-CP took effect beginning from May 25. Jewelers must finalise procedures to get new licenses from the SBV by May 25, 2013. In early April, Prime Minister Nguyen Tan Dung issued a decree which stipulated the Government's monopoly in gold bar production and gold material import-export beginning from May 25. As a result, the SBV will manage all gold production and trading in the country on behalf of the Government. The trade of gold bars will be allowed at enterprises and financial institutions, but only with a license granted by the SBV. In order to qualify for the license, firms must meet five requirements, which include having a minimum chartered capital of VND100 billion (USD4.79 million) and at least two years experience in gold trading. The firms must have paid taxes on gold trading equaling to VND500 million (USD23,969) per year over the two last years, and have at least three branches in localities under the jurisdiction of the central Government. The requirements for a financial institution to be granted a gold trading license include having a minimum chartered capital of VND3 trillion (USD143.81 million), being registered gold traders and having set up branches in at least five cities and provinces under the direct management of the central Government. ASEAN regional security talks in Cambodia

Defence officials from 27 members of the ASEAN Regional Forum (ARF) shared their concerns and stressed the importance of regional security, particularly maritime security, at a regional security policy conference in Phnom Penh on May 25. Within the ASEAN Regional Forum (ARF), the ARF Security Policy Conference (ASPC) said that disputes at sea and in the East Sea in particular need to be solved peacefully on the basis of international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS) and regional treaties. Countries supported ASEAN and China to effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC) and work towards the Code of Conduct (COC) for peace, stability and security in the region, as well as to ensure maritime freedom, natural resource exploitation and economic development in accordance with international law. Delegations to the conference expressed concern over recent developments in the East Sea , and said they want concerned parties to refrain and listen to the international community's opinions, to peacefully solve disputes based on international law. Regarding nuclear energy safety, the conference said that this is an important issue for the region and necessary to encourage nations to participate in international nuclear treaties and mechanisms, complete their domestic legal frameworks, build training and assistance centres relating to nuclear security as well as increase international cooperation on the issue. Addressing the event, Deputy Defence Minister Sen. Lieut. Gen. Nguyen Chi Vinh, who led the Vietnamese delegation to the conference, affirmed Vietnam 's consistent viewpoint against global proliferation of nuclear weapons. Vietnam also actively participates in mechanisms to build a nuclear weapon free South East Asia and Asia-Pacific region in a sustainable manner. He stressed the importance of nuclear energy use for peaceful purposes, saying that priority should be given to safety. Vietnam is studying a roadmap for the use of nuclear energy for peaceful purposes in its industrialisation and modernisation, Vinh added. He emphasised the maintenance of safety during project operations and said Vietnam wants and is willing to cooperate with other countries to ensure nuclear safety. The ASPC is part of annual defence activities within the ASEAN Regional Forum, which is held on a rotary basis. Established on July 25, 1994 in Thailand, ARF consists of 27 members, including the 10 ASEAN member countries, plus the group's dialogue partners – the US, Japan, China, Russia, India, the Republic of Korea, Australia, New Zealand, Canada and the European Union, and Papua New Guinea, Mongolia, the Democratic People's Republic of Korea, Pakistan, Bangladesh, Sri Lanka and Timor Leste. HCM City hastens construction of steel overpasses

HCMC authorities have urged the local Department of Transport (DOT) to complete the planning and construction of steel traffic overpasses. Thu Duc overpass proposal The DOT and HCMC Infrastructure Investment JSC have been asked to quickly complete their plan to build a light overpass over Thu Duc junction. According to the original DOT proposal, the 328 metre overpass at Thu Duc will have two nine-metre lanes and join Le Van Viet Street to Vo Van Ngan Street. However the plan has been altered to include up to four lanes. The local authorities also asked DOT to ensure the progress of the overpasses at the Hang Xanh intersection which is scheduled to open by November 20. Both 256-metre long four lanes overpasses will run in parallel. After the two overpasses are completed, HCMC will continue to build two more at Cay Go and Lang Cha Ca junction to deal with persistent traffic congestion. In the previous report, the local Department of Transport said the city currently has 1,350 intersections with 120 main roads. It proposed to build light overpasses which have short construction times. Construction work will also have little effect on traffic in the meantime. Suspect degrees under fire in Vietnam

A supposed university, suspected of issuing bogus degrees, opened its doors to investigation with threatening words and a diploma scam in Vietnam becoming a major issue. >> Central Inspection Committee investigating 6 month doctorate This diploma, a PhD. in Economics that was awarded to Nguyen Ngoc An, raised the suspicions of authorities in Vietnam. Photo: SGTT The Dan Tri/DTiNews desk received a threatening letter on July 28, sparking an investigation into the so-called university which sent it. As a United States citizen, I was immediately baffled by the letter which has a U.S. contact address and is a university that I'd never heard of. They claimed Dan Tri had published incorrect information about a business operating under the name of "Southern Pacific University" (SPU) and threatened legal action if we printed anything else negative about them. The letter was written in broken English and left no information as to how we could reply. Things unfolded very quickly after that. It appeared to me that a paranoid scam machine was on the defensive about people exposing them. Plain and simple. Questionable degrees aren't a new thing, it has been a growing issue in a region that is developing quickly and seeking education desperately. Receiving "diplomas" for cash, Internet degrees, and fake certificates have become a matter of growing concern. Unqualified institutions (that are really just incorporated businesses) accept money and issue certificates and diplomas that have absolutely no academic credibility whatsoever. Southern Pacific University (SPU) was reported by several Vietnamese news sources as having issued bogus degrees recently and the paranoid, and seemingly angry letter, led us to pursue our own investigation as to where these accusations were coming from. A few things became clear immediately after initial research and evaluation of the letter and the school: 1) Southern Pacific University is not an accredited establishment in the United States or included in the Database of Accredited Postsecondary Institutions and Programs listed by the U.S. Department of Education. 2) The "university" is incorporated in Delaware, United States (which is on the Atlantic Ocean side, not the Pacific which their title would suggest, raising immediate questions). 3) The letter itself, from President "Prof. Dr. Geoff Taylor", was written in broken English. (This is supposed to be a respected, English speaking university) 4) The school uses Belize and St. Kitts as its reference for credibility, really just proof of incorporation, and is hardly an international standard. (If it is an "American" institution, where are their credentials and why are they using these countries to legitimize their credibility?) 5) There is no campus or direct contact in Vietnam. 6) The website boasts, "No classroom, seminar or on campus attendance," and buried inside the site is the acknowledgement that, "SPU do not guarantee any recognition (of their degrees)." 7) Their only United States locale was Hawaii, and the state ordered them to be shut down. 8) This "school" is not recognized by the ODA (Oregon Degree Authorization), one of the most reliable and credible sources in the United States. (When viewing their "accreditation" tab on the website, they have a list of registration and incorporation but no legitimate education accreditation.) It is however, accredited by a UK agency called UKAS - United Kingdom Accreditation Services. 9) SPU's registered address in the U.S. is a chain store called Mailbox Etc., which is a company who provides mailing services and operates as little more than a mailbox, it is not a physical address of a functioning educational facility. 10) In my opinion, this evidence points to a scam. Recently, Vietnamese news sources have exposed two public figures, holding degrees from Southern Pacific University; Director of Phu Tho Province's Department of Culture, Sports and Tourism - Nguyen Ngoc An, who received a PhD in Economics from SPU and Deputy Secretary of the Yen Bai Province Party Committee - Nguyen Van Ngoc who holds a PhD in Economics from SPU as well as another questionable MBA from Irvine University. They have admittedly received degrees from this organization. Nguyen Ngoc An acknowledged that he does not speak English. How can somebody receive a DOCTORATE in economics from an English-based university without speaking a lick of English? It was also claimed that it took only six months for them to receive a doctorate degree which Nguyen Ngoc An claimed to cost him 17,000 U.S. dollars. Credibility of the degree has lost weight in public opinion and our further investigation has only seemed to add to the point. SPU's website reveals that this institution has basically no admissions requirements other than a non-refundable 50 USD payment and they announce, "As soon as we receive your application form together with all relevant documents and $50.00 non-refundable admission fee, Southern Pacific University will send you an official offer letter and receipt for payment." This statement is shocking as no reputable university in the United States would ever guarantee admission. Essentially, 50 dollars at Southern Pacific University promises you admission. But admission to what? There is no verifiable campus so at best, this would be "distance-learning". There are no direct ways to contact the institution or a representative. They do have a skype account but contacting them through this method has been so far, unsuccessful. They also have not replied to our email inquiries. SPU operates in China, Hong Kong, India, Malaysia, Pakistan, Taiwan, Thailand, and the UK as well. In Vietnam, there are two "Accredited Centers" listed on their website. Neither has an address and Internet searches reveal nothing as to if these places actually exist. This organization is currently under further investigation by DTiNews as more details surface. NA deputies voice concerns over incompetence and corruption

NA deputies discussed the lax management of state-owned enterprises, which has been the leading cause of corruption and waste of public money. Responsibility for Vinaline financial incompetence remains unclear Deputy Nguyen Xuan Truong said Vinashin and Vinalines were the worst examples of incompetence and corruption, "When Vinashin's business was in trouble, the government transferred some of the problems onto Vinalines. But it led to even more serious consequences." Head of NA Law Committee Phan Trung Ly said that from 2006 to 2010, the NA had proposed the restructuring of state-owned enterprises on several occasions, however the pilot programme hadn't been concluded before many new state-owned corporations had been established. Unable to control and manage the companies, it came as no surprise that a continual stream of bad news regarded incompetence and corruption continued to surface. "Because of the lack of transparent management we don't know who is responsible for the damaged dock that cost thousand of billions of VND that Vinalines bought, aside from who directly bought it. If the agencies responsible for this are not uncovered, serious wrongdoings will continue to happen in the future." he said. Deputy Tran Du Lich from HCMC requested detailed information on the state budget's funding for enterprises. He also mentioned about non-core investments by many enterprises still haven't been resolved. While Deputy Truong Thi Anh said the responsibility for monitoring the enterprises should be firmly placed on the Ministry of Finance, Deputy Vo Thi Dung also asked the government to explain in detail and clearly how national funds were being used by state-owned enterprises, in order to get to the bottom of what was causing such serious losses. Deputy Tran Du Lich said the government's fiscal measures should be reassessed in the context of slowing economic growth. The reduction in inflation might be worrisome because it meant consumer spending had greatly decreased. Lich said the decrease in the import surplus was because the country had stopped importing, not because the country was exporting huge amounts of goods. Lich said the government should support enterprises and bear the bad debt because if the banks are too cautious about issuing loans they might push more enterprises into debt and possibly bankruptcy. Deputy Le Thanh Van of Finance-Budget Committee also agreed with Lich. In 2009, the government had provided two bailout packages worth nearly VND1 million billion (USD48 billion), but inflation had continued to rise still because of weak capital absorption. Under the current fiscal policy, capital was too hard to access. Van said 4% economic growth in first four months was worrying. "We should reassess the fiscal policy or it will cause serious trouble." Wildlife classes to enlighten kids

Students at 40 secondary schools in Ho Chi Minh City have been learning about wildlife preservation through extracurricular classes offered in temporary tents set up on their campuses. In the tents, students watched films about wildlife, heard sounds produced by rare animals, played games, and took part in a touching exhibition of animal parts that had been saved by rangers. "The purpose of the exhibition tent is to equip students with knowledge about wildlife conservation," said Do Thi Thanh Huyen, conservation education manager at the HCM City-based Wildlife at Risk (WAR) organisation. "The most important message from the tent is that consumers of wild animal products are the main cause of the extinction of many species," she said, adding that the work will help kids react properly to trafficking of wild animals and animals. WAR initiated the idea and worked with the city's Education and Training Department and the Department of Forest Rangers. The districts where the tents were set up contain the largest number of consumers of wild animal products in the city, according to a WAR survey. Anh Thu, a ninth-grade student at Truong Cong Dinh Secondary School in Binh Thanh District, said the classes helped her understand the importance of wild animals and nature reserves around the country. Truong Thi Thanh Nguyen, one of WAR's volunteers, said children, who love nature, have benefited from the programme. "We did our best to tell stories about wild animals to the kids. HCMC to host Southern Land Cuisine Festival

NVIDIA denies GeForce GTX 600 series recall

GeForce GTX 600 series users went through a major scare this past weekend with rumors going around on the Internet claiming that the already released Kepler graphics cards are defective and NVIDIA will soon initiate a massive recall. Hanoi hotel opens secret bunker

Remember the times when Diablo II was the most popular game? New luxury bus to service HCM City- Phnom Penh

A luxury bus service between Ho Chi Minh City and Phnom Penh has started in HCM City as a private-public co-operation effort to have more Vietnamese tourists visit Cambodia . The service was launched on May 18 by the Cambodian Tourism Ministry and NagaWorld Group. "This is one more effort to strengthen the good relationship between Vietnam and Cambodia in tourism sector," said Thong Khon, Cambodia 's Tourism Minister. By opening a representative office in HCM City and a fleet of 20 28-seat luxury buses (video, massage seats, toilets) at a cost of USD3 million, NagaWorld will provides six trips a day from HCM City to Phnom Penh and back. In the future, the company will expand the bus service to two other Cambodian destinations, Siem Reap and Sihanoukville. NagaWorld also launched a three day-two night Free&Easy Tour for just USD125 a person, which includes luxury bus transportation from HCM City and back, accommodation at the five-star NagaWorld Hotel in Phnom Penh, six meals and a half-day city tour. In 2011, Vietnam ranked first in terms of the number of tourists visiting Cambodia at 600,000, or 21 percent of all international visitors. In the first quarter of this year, 179,000 Vietnamese visited Cambodia a year-on-year increase of 18 percent. "The service will also contribute to increasing the number of Cambodians visiting Vietnam for tourism, education and healthcare," said Nguyen Thi Hong, vice-chairwoman of the HCM City People's Committee. It is estimated that the number of Cambodians visiting Vietnam has increased by 30 percent annually over the last several years. Vietnam and Cambodia now have eight border checkpoints on land and two on water. Razer working on Ouroboros mouse

The company believes that it will revolutionise the way that people go about purchasing cover. How does it work? The app can be downloaded completely free of charge from either iTunes or Google Play. Acer announces new ultrabooks

The Taiwanese Acer has announced a new ultrabook line under the Aspire M5 name. The new line will be represented by 14-inch and 15-inch models and will feature Intel's latest Ivy Bridge processors with the displays working at 1366×768 pixel resolution. The new Aspire M5 ultrabooks can be easily recognized by the thin frame around the display as well as the metallic colored chassis. HGST introduces CinemaStar hard drive family

HGST, formerly known as Hitachi Global Storage Technologies and now a division of Western Digital, announced it had started using 500 GB 2.5-inch hard drive platters in its products. The new platters will appear first in the new CinemaStar hard disk drive generation that will have the honor of providing 500 GB of storage capacity in a 7 mm thin chassis with the 1 TB capacity reserved for 9.5 mm thin drives of the same family. "The ever increasing appetite for on-demand entertainment is driving the adoption of high-capacity 2.5″ hard disk drives into a growing number of CE applications. Not only is there a desire to increase the storage capacity in these devices to hold more programs, but they must deliver predictable A/V streaming performance," said Brendan Collins, vice president of product marketing at HGST. HGST hard drive The new CinemaStar hard drive family targets high-definition multi-stream DVRs, tuner-based STBs as well as IPTV set-top boxes, DVR-enabled TVs, audio systems and video surveillance systems and consists of the following models: CinemaStar C5K1000 – this drive features a 9.5 mm chassis, two platters, SATA 3.0 interface, 5400 rpm of spindle speed, 8 MB cache and capacities of 640 GB, 750 GB and 1000 GB. HGST claims the drive uses just 1.5 watts of power, 5.5 ms average latency, 15 ms typical seek time and 124.75 MB/sec of media transfer rate. CinemaStar Z5K500 – 7 mm chassis, 5400 rpm spindle speed, one platter, 8 MB cache and SATA 2.0 interface with capacities of 250 GB, 320 GB and 500 GB. HTST says the drive consumes 1.5 watts of power and has 5.5 ms average latency, 15 ms typical seek time and 125.5 MB/sec of media transfer rate. CinemaStar Z7K500 – featuring just one platter this model comes in a 7 mm chassis and features 7200 rpm spindle speed, 32 MB cache, SATA 3.0 interface and capacities of 250 GB, 320 GB and 500 GB. The drive also sports 1.7 watts of power consumption, 4.2 ms of average latency, 15 ms typical seek time and 174.5 MB/sec media transfer rate. All CinemaStar drives feature HGST's patented SmoothStream technology, which supports the industry-standard ATA‑7 streaming command set, and SMART command transport (SCT) that provide time-limited error recovery and thermal monitoring capabilities for a longer system life. Together, the SCT protocol and HGST SmoothStream technology minimize disruptions in stream delivery by adapting buffer management behavior and error recovery timing to match the characteristics of typical streaming applications. "With our broad new family of 2.5″ CinemaStar drives, we continue to give our customers the flexibility to select a variety of reliable and robust drives to meet their cost, performance, power or capacity requirements, while helping them to deliver smaller, more aesthetically appealing designs," added Mr. Collins.
