American veterans return to Vietnam to \'make things right\'

Michael Marceau didn't leave Vietnam under the best of circumstances in May 1970. Stationed about 30 miles from the Cambodia border in an infantry unit, he "zigged instead of zagged" during an early morning rocket attack and was hit by shrapnel. The metal entered his back, hit a lung, bounced off a rib and lodged in an artery and cluster of nerves in his left shoulder. A buddy hoisted him into an idling jeep and saved him from bleeding to death. He was hospitalized two weeks, then spent months in rehab. This month, Marceau, 63, came back to the country where he once served. "I want to try to make a better exit this time," Marceau joked as he strolled through the grounds around the Ho Chi Minh Mausoleum. Marceau is one of nine vets who are taking part in the first Veterans for Peace Tour. The 14-day tour was arranged by the only international chapter of Veterans for Peace, which was established several years ago by a handful of vets who've made Vietnam their home over the past 20 years. The tour — which includes five vets returning to Vietnam for the first time since the war — began April 17 in Hanoi and will end in Ho Chi Minh City on Monday — 37 years from the day North Vietnamese forces swept into the capital of South Vietnam, then called Saigon, ending a nearly 30-year civil war. For the past decade, America's attention has been on the wars in Afghanistan and Iraq, but for some who fought in the Vietnam War in the 1960s and early 1970s, the urge to return here and "make things right" has only grown. Veterans of that era are reaching retirement age or are at the peak of careers that give them the means to return — and contribute. Most are concerned about the lingering affects of contamination by the herbicide Agent Orange and casualties from unexploded ordnance in the developing country. "We decided that starting a chapter of Veterans for Peace here was a good opportunity for two things," said Suel Jones, a Marine veteran who lives in Danang and conceived the tour. "One is to use Veterans for Peace to educate people in the USA about the legacy of war. When we leave, a war's not over; it's just started for some people. "Secondly, it's doing something humanitarian … giving people the opportunity to give something back." For tour members, that's a required $1,000 contribution that they were each required to bring. As they visit Agent Orange treatment centers, orphanages and families in small villages affected by illnesses and birth defects, they can offer direct aid, Jones said. That could be anything from a live pig to a new bed. After the tour, the chapter members will decide how to spend whatever money is left. "It may take several months to design a good way to handle it," Jones said. "You come over here with $1,000 to donate and you don't know anybody, that $1,000 could be totally wasted. We've been here long enough to build relationships. You keep [the money] as far down among the people as possible." Although primarily a humanitarian tour, it also mixes in sightseeing. Their last day in Hanoi before traveling south was particularly ambitious: the Ho Chi Minh Mausoleum; the Confucian Temple of Literature; a visit to the Vietnam Veterans Association, headed by a former North Vietnamese general; lunch at Koto, a nonprofit restaurant that houses and trains down-and-out youths for jobs; a sit-down with the leadership of the Vietnam Association for Victims of Agent Orange/Dioxin; and a trip to the outskirts of Hanoi to Friendship Village, a center that aids children and veterans affected by Agent Orange, established in 1988 by U.S. veteran George Mizo. This was Paul Cox's third trip back since the war, when he was a Marine in 1969-70. He's been a primary mover behind the Veterans for Peace's Vietnam Agent Orange Relief and Responsibility Campaign. He said he thought the tour would be a chance to gain first-hand knowledge about the problems — and cleanup efforts — of unexploded ordnance. The tour would include visits with UXO victims in Quang Tri Province, the most heavily bombed in Vietnam during the war and also an area he was in as a Marine. "I carried a lot of baggage from my war time here," Cox said while explaining his growing involvement with post-war Vietnam. "I was very upset about the way we'd treated Vietnam. By the time I left the war zone, I'd become very much against the war. "All these years I've kind of wondered what could be done to make reparations or to make things better," he said. "It became clear that Agent Orange is not something that's gone away — it's still a bomb that continues to explode in Vietnam every day — I became motivated to help in that." The U.S. sprayed about 77 million liters of Agent Orange over Vietnam during the war, according to Steven D. Stellman, an epidemiologist and Agent Orange expert at Columbia University in New York City. Almost 5 million Vietnamese were exposed to it. The Vietnamese government pays monthly subsidies amounting to $50 million a year to victims who are ill or born with birth defects as a result of the herbicide, according to the association for victims. The group says dioxin has continued to cause birth defects in children a third generation removed from the actual spraying. The veterans on tour all agreed that the U.S. had done too little to aid Vietnam in cleaning up the legacy of war and assisting its victims. Vietnam vets who were marginalized during the war years have slowly come to be regarded as elder statesmen in the era of Iraq and Afghanistan, said Michael Blecker, an Army Airborne vet from 1968-69, who was with the tour. And that could make them more effective in calling for more U.S. aid to clean up the war's damage. "Veterans have all this credibility that we didn't have before, oddly enough," he said. "People want to know how veterans think. It's amazing — and it's an important opportunity to talk about the cost of war." Bob Lindstrom, a Navy corpsman during two tours in Vietnam, said he'd long entertained the idea of returning. "It's always part of your interior," he said. "I mean, you spend two tours here, it's a part of your life, an important part." Why did he choose to return for the first time with this humanitarian tour? "I'm retired. I get a pension. Sapa\'s Festival in the Clouds kicks off

Thousands of domestic and foreign tourists flocked to the opening of the Festival in the Clouds 2012 in the mountainous tourist town of Sapa on April 28. This year's festival includes many special shows featuring the traditional cultures of ethnic minorities in Sapa such as the Giay, Mong, and Zao, as well as unique local cuisine and folklore. Visitors will have the chance to attend the Sapa Love Market Night, enjoy local folk songs and dances, play traditional games and try their hand working as a local farmer for one day. Chairman of the Sapa district People's Committee Le Duc Luan said the area is trying to focus on its culture and traditions to boost local tourism. So far Sapa has organized a Khen (pan-pipe) contest and developed community tourism in villages. The Festival in the Clouds will last until May 4. Rumor – Sony prepares LT29i Hayabusa smartphone for June 2012 release

Rumors about an upcoming Sony smartphone by the name of LT29i have been circling the web for some time now and the smartphone got even tested but the actual product has not seen the light of day. Yet rumors keep on surfacing and the latest one hails from China – where a Baidu blog claims the Sony LT29i "Hayabusa" will feature a 13 MP "stacked" camera sensor with improved low light performance as well as a HDR video function where you can catch a sample of such a video right after the jump. The upcoming smartphone is also said to feature a 4.55-inch HD Reality Display, a 1.5 GHz dual-core Snapdragon S4 processor and a 2200 mAh battery – all of these fitted in a 7 mm thick case. Stricter penalties for traffic violations in Hanoi

Hanoi's Vice Chairman, Nguyen Van Khoi, has proposed that the Ministries of Justice and Transport increase penalties for traffic violations. Stricter traffic rules According to Khoi, the number of traffic accidents has decreased considerably and congestion has lessened for two years since the implementation the Government's Decree No. 34. Increased penalties has proven to be an effective deterrent, he said. Over the past two years, city police have dealt with over 1.1 million cases of traffic violations, collecting fines amounting to VND290 billion (USD13.88 million). Police have also seized 3,647 cars and 36,514 motorbikes and confiscated over 121,000 driver's licenses over the same period. He added that vehicle seizures have not yet been used for common violations, such as running red lights or evading traffic police, but that it could be a tool to reduce repeat violators. If the proposed penalty increases are approved, Khoi expects that it will increase road safety. The proposed new regulation would apply vehicle seizures to street racers. He suggested that a vehicles be confiscated for 10 days for common traffic violations and that fines in the inner city be doubled. Measures to improve traffic infrastructure "In the near future we will intensify inspection on roads and intersections that see heavy traffic or a high number of accidents. This will help us to improve the the overall situation," he said. An accident at the Nguyen Trai-Khuat Duy Tien intersection The city will continue to expand its programme of designated lanes for particular vehicles on more streets while reviewing the results from Ba Dinh, Hoan Kiem and Hai Ba Trung Districts. The city will also attempt to complete construction of four parking lots nearby Tran Nhat Duat, Nguyen Cong Tru, Nguyen Cong Hoan and Nguyen Khanh Toan Streets as well as an underground lot located at Hang Da Market this year. Construction will start on eight more parking lots in urban and residential areas in Hoan Kiem, Ba Dinh, Hai Ba Trung, Long Bien and Tu Liem District in 2012. The city will build 33 more bus stations and parking lots during the 2012-2015 period. By 2015, the city will have built 15 new overpasses for pedestrians and upgraded 35 bridges in need of repair. A major crosstown road is set to be built between 2013 and 2015. There are also plans to build a rapid bus route, named BRT, which will run from Kim Ma Street to Ha Dong District this year. The Cat Linh-Ha Dong urban railway section will be put into use in 2012 and Nhon-Hanoi railway station section in 2016 while construction on Nam Thang Long-Thuong Dinh and Ngoc Hoi-Yen Vien sections will start in 2014. Gloomy outlook for small mobile network

Small-scale telecom companies are facing challenges due to market saturation and the dominance of several big players. Beeline network withdraws from Vietna The issue has became more prominent since Gtel Mobile spent USD45 million to buy a 49% stake in the Beeline network, a brand currently owned by Russia's second-largest telecom operator VimpelCom. In the next six months, the Beeline name will be changed. VimpelCom claimed it wanted to expand its market in Asia over a15 year-period by some 20 million users, and in 2011 it announced it planned to invest USD500 million into the Beeline network until 2013. Later, the telecom operator said it had transferred USD196 million into a joint venture with Gtel which raised Gtel share in Beeline to 49%. However the end of 2011, VimpelCom's financial report revealed that the corporation had lost USD527 million in the Vietnamese and Cambodian mobile phone markets. Addressing their withdrawal, VimpelCom said this it was the corporation's policy to minimize its business in some regions and focus on key markets. Nguyen Van Du, Deputy General Director of Gtel Mobile assured Beeline customers that "The company will only change owners to ensure business continues to run as normal. Our customers' and partners' rights remain the same." However, experts forecast a gloomy future for smaller telecom operators. The Vietnamese telecommunications market is dominated by three major players, VinaPhone, MobiPhone and Viettel which hold a combined 95% of market share, while Beeline, Vietnamobile, S-Fone and EVN Telecom share a miniscule 5%. Even before Beeline announced its withdrawal, others mobile networks were already experiencing major problems. The S-Fone was said to be slowly withdrawing from the market while other analysts claimed the company was seeking investment from two foreign partners. S-Fone has gained approval from the Ministry of Information and Communication to end its use of CDMA technology and adopt a 3G (HSPA) network. EVN Telecom has already been transferred to Viettel while the proposal by Hanoi Telecom to the Ministry of Industry and Trade to purchase EVN Telecom's 3G broadband and network infrastructure has yet to receive a response. Smaller mobile companies seem to have hit a brick wall in the Vietnamese market. Samsung Galaxy S III specs leak on the Internet

The highly expected Samsung Galaxy S III smartphone is right around the corner with its debut scheduled for May 3 in London, UK. Ten days may not sound like that much time but its more than enough for more speculation and leaked information to get on the Internet – and some leaked information is already here. The German Amazon web site has already published a pre-order page for the device and although there's no picture of the upcoming smartphone, the online retailer mentions some of the specs of the Samsung Galaxy S III. If they are correct this means that customers will get a smartphone with a 4.7-inch HD display, a quad-core chip and a 12 MP camera. All this hardware will be under the control of Android 4.0 Ice Cream Sandwich. Right now the smartphone costs 599 EUR at Amazon Germany. The Critical Time for Implantation

Getting pregnant is one thing, but another important thing that you should set in your mind is carrying the pregnancy to term, without losing it. Women are not aware that the time of implantation into the lining of the uterine plays a significant role in pregnancy loss. Generally, implantation occurs on the 7th day after the ovulation period. The record seems to be very high to most people but such incidences of pregnancy loss commonly occur when the women involved were not aware that they were pregnant. Regime fire kills 28 civilians in Syria\'s Hama

Syrian troops killed 28 civilians in the city of Hama on Monday, monitors said, as UN military observers toured protest centres near the capital and both Brussels and Washington imposed new sanctions. A handout picture released by the Syrian Arab News Agency (SANA) shows tens of Syrians surrounding UN observers during their visit to the central city of Homs. The persistent bloodshed 11 days into a ceasefire sparked growing criticism from opposition activists of the fledgling UN mission which still numbers just eight observers out of a planned initial deployment of 30. A UN spokesman said on Monday the mission will be expanded to 300 beginning next week. Government troops strafed the Arbaeen neighbourhood of the central city of Hama and its environs with light and heavy machineguns, said the Syrian Observatory for Human Rights, reporting the 28 civilian deaths. Video footage posted online by activists showed mortar rounds hitting the area with plumes of smoke rising skywards. The UN observers visited several rebel suburbs near the capital and were met by thousands of protesters demanding the collapse of the regime. Amateur video posted by activists on YouTube showed four of the unarmed observers in blue helmets walking in Douma, a northern suburb of Damascus, surrounded by a huge crowd waving Syria independence flags. "The people demand the fall of the regime," some chanted while others called for the arming of the rebel Free Syrian Army. Monitors also visited the town of Zabadani, 50 kilometres (30 miles) northwest of the capital, where regime forces and rebel fighters have clashed repeatedly in past months. Activists' videos showed monitors passing by army tanks posted in the streets of Zabadani, despite a call within international envoy Kofi Annan's six-point peace plan for the withdrawal of armour from residential areas. However, Deputy Foreign Minister Faisal Meqdad, quoted by state news agency SANA, on Monday stressed his government's "total commitment to respecting the Annan plan which the armed terrorist groups... have not yet" accepted. Arab League chief Nabil al-Arabi on Monday called for the start of a political process to resolve the crisis. "There's now an international consensus on two points -- a global ceasefire and the start of a political process," Arabi told reporters at a press conference in Algiers. "A political solution cannot be considered separately from today's goal of achieving a ceasefire," he said. Two members of the observer advance team on Sunday set up base in the central city of Homs, scene of some of the fiercest fighting between troops and rebels since the outbreak of the 13-month revolt against President Bashar al-Assad. Obama said in an executive order that the two nations had committed serious human rights abuses through network disruption and by using tracking technology and by perpetrating the "malign use of technology." A Muslim charity, meanwhile, said that around 300 Syrian refugees fleeing to Jordan had escaped a Syrian army ambush near the border but more than 30 of them had been wounded by gunfire. "The Jordanian army switched off the lights on the border when the shooting started to prevent snipers from killing the refugees," Zayed Hammad, head of the Ketab and Sunna Society, told AFP. One of the wounded had since died. A photographic exhibition on Vietnam's beauty will be held in Houston, the USA, from April 25 to 28. MSI prepares mysterious tablet

Hanoi seeks VND161 trillion for trade development

This is part of the Hanoi's master plan on trade development by 2020 with a vision towards 2030 which was recently approved by the People's Council. Hanoi aims to become a national and regional big trade centre Under the master plan, the city will need around 500 hectares and additional 2,260 hectares for trade projects by 2020 and 2030, respectively. By 2030, Hanoi seeks VND 161 trillion for trade development will need over VND 521 trillion to build commercial infrastructure. The master plan, especially, aims to make breakthroughs in trade development in Hanoi by expanding scale, diversifying products, and improving quality to meet social demand. Total retail sales of goods and services are projected to grow at 18-20 percent in the 2011-2015 period and 17-18 percent in the 2016-2020 period. By 2020, processed products and services are expected to account for 65 percent and 25 percent of the capital's export turnover, respectively. According to the master plan, Hanoi will build two agricultural wholesale markets in Long Bien – Gia Lam districts and two wholesale centres, a financial centre, a regional-level trade centre, an international trade fare in My Đinh urban area, and two trade complex centres in Thanh Xuan districts. By 2030, three other agricultural wholesale markets in Phu Xuyen urban area, Quoc Oai district and Son Tay town will be established. Six trade centres will be built. Foreigners snub ‘right to buy’ housing offer

According to data released by the Ministry of Natural Resource and Environment's Department of Land Registration & Land Use Statistics only 299 non-Vietnamese nationals had bought homes in the country as of April 10, 2012. Misty and romantic Tam Dao

Located 90 kilometres from Hanoi, Tam Dao tourist area in Tam Dao Town, Vinh Phuc Province, is an ideal getaway for tourists to escape the crazy, scorching heat. In summer, people rush to Tam Dao which is considered the Dalat of the North with its fresh cool air, mist and romantic scenery. The old stone church in Tam Dao Town One weekend, we decided to go to Tam Dao when Hanoi was filled with rain. As I had not come to Tam Dao during the cooler weather I was very excited. I imagined Tam Dao at that time very quiet and deserted. I even thought I'd write a play about a love story set in Tam Dao among the romantic, misty surroundings. We reached Tam Dao with the sunset upon us. Tam Dao appeared vaguely in the vaporous mist and golden light reflecting over the wet road. It was not too cold, so we all felt the fresh air flowing into our ribs as we walked fast to look for a guest house. At night, it got colder and Tam Dao was blanked in tranquility and fog. The silence was sometimes broken by singing from karaoke rooms. Tam Dao perhaps has three specialties that tourists should not miss - eating chayote buds, gambling for fun and singing karaoke. There is some architecture worthy of a look such as an old stone church, Ba Chua Thuong Ngan Temple or Tam Dao TV Tower. In the dark, the old church stands imposingly. In front of the church, some vendors sell grilled corn and eggs, bringing some warmth to the night. In the early morning, it was like spring in Tam Dao with golden beams and warm weather. Like Sapa, the higher tourists trek, the more beautiful Tam Dao is. Nestled right at the foot of Thien Thi Mountain after its 200 stone steps, Ba Chua Thuong Ngan Temple is apparently a sacred place luring many pilgrims daily, especially during festivals to pray for love and bearing children. Bac Waterfall is another must in Tam Dao. Flowing down from the mountain peak, the fall looks like a silver carpet studded with green moss. Cat Ba in all its glory

It was well worth the rather rough and tortuous journey to reach our destination and once we reached Cat Ba Island, right on cue the sunset arrived in all its glory. Fake goods permeate Vietnamese market

Rampant counterfeit and fake goods at local markets harm consumers and damage brand names. Fake items difficult to distinguish According to recent surveys by the Vietnamese High Quality Goods Enterprise Association, more than 60% of products purchased in local markets are counterfeit. According to Mrs. Tam, owner of a cosmetic shop at Hoa Hung market, in HCM City, she has received a large number of sales pitches from dealers in such products. Former Hoa Sen Group CEO sues company for slander

The former CEO of Hoa Sen Group (HSG) has sued the company for slander after the corporation accused him of dubious business practices. Former HSG CEO, Pham Van Trung is currently CEO of the Nam Kim Steel Company officially filed a lawsuit against HSG at Di An Town's People's Court in Binh Duong Province on April 16. He also requested a public apology from the company. In the complaint, Trung stated that in April 2011, he was appointed CEO of HSG due to his excellent achievements in boosting company profits and revenues. Trung cited a letter to shareholder issued by HSG Chairman Le Phuoc Vu in which he wrote, "Mr. Pham Van Trung is an honest, professional leader that has created a consensus around his appointment this position." But after just 18 days in office, Trung resigned for personal issues. In March, Vu announced to the press that the former CEO was dismissed for a lack of transparency in his work. Trung was accused of raising transport fees from 10-30% and receiving illegal kickbacks from HSG supply companies. To shore up the accusation, on April 10, 2012, HSG revealed shipping fees data to the State Securities Commission during the time Trung was in position and after he was dismissed. Vu was quoted in the evidence as saying, "Trung used his position for personal gain, causing heavy damage to the company." The former CEO countered that the numbers prove nothing since he was not the one who directly signed the transport contracts. PM Dung attends fourth Japan-Mekong Summit

Prime Minister Nguyen Tan Dung attended the fourth Japan-Mekong Summit, which took place in Tokyo on April 21, under the chair of Japanese PM Yoshihiko Noda. On addressing the event, PM Dung confirmed Vietnam 's support for Mekong-Japan Cooperation and the role it plays in the prosperity, stability and development of the Mekong region and East Asia in general. Dung underlined the priorities given to specific activities, including coping with floods, natural disasters and salinity levels in the region, ensuring food security and seeking long-term solutions for sustainably using the Mekong Rivers water resources. Top priority should be given to research and assessing the impacts of the exploitation of the Mekong Rivers water on the environment and its water resources, he said. PM Dung also proposed an initiative to develop an integrated transport network to increase connectivity between the economic corridors in the Mekong sub-region. The summit reviewed the implementation of the Mekong-Japan cooperation programme for the period 2010-2012 and the adopted the Tokyo Strategy. It defined three priority tasks, including, enhancing connectivity in the Mekong region, promoting trade and investment and co-operation on environmental issues and public security. The leaders reached a consensus on research for the sustainable management and development of the Mekong Rivers water, including the impact of hydro-power dams. At the conference, Japan pledged ODA provision of 600 billion JPY to the Mekong countries for the period 2013-2015 while Thailand pledged 883 million JPY. The Tokyo strategy confirmed its members' stance on the region's political and security issues such as the Korean peninsula, non proliferation of nuclear and other weapons of mass destruction and UN reforms. In the strategy, the Mekong countries and Japan, emphasised that maintaining peace, stability, maritime safety and freedom in the East Sea is a common aspiration and in the interests of countries both in and outside the region. They said that all concerned parties should settle the East Sea dispute by peaceful means with a spirit of mutual understanding and respect, and obey international law, especially the 1982 UN Convention on the Law of the Sea and the Declaration on the Conduct of Parties in the East Sea as well as creating a Code of Conduct for the East Sea (COC). The summit assigned their ministers to come up with a new action programme for the 2012-2015 to implement the Tokyo Strategy and agreed to hold the next summit in 2013. On addressing the press conference at the end of the summit, PM Dung highlighted Japan's commitments to the Mekong region and its assistance as the country is still overcoming the consequences of its recent earthquakes and tsunami. Russia, Belarus, Kazakhstan negotiate FTA with Vietnam

Russia, Belarus and Kazakhstan are entering into negotiations for a free trade agreement (FTA) with Vietnam, according to Viktor Khristenko, head of the Eurasian Economic Community (EAEC). Khristenko made the announcement during a meeting with outgoing Prime Minister Vladimir Putin in Moscow on April 20, Vietnam News Agency reported. The EAEC prioritises FTA negotiations with a number of countries, including Vietnam, Khristenko told Putin. He explained that Vietnam, a dynamic economy in Southeast Asia, will serve as a gateway for the Customs Union of Russia, Belarus and Kazakhstan to reach out to the region. He also added that the Customs Union aims to sign an FTA first with Ukraine, a major trade partner within the Commonwealth Independent States. Once the Customs Union-Ukraine FTA is signed, two-way trade is likely to reach US$70 billion per annum, said Khristenko. Russia, Belarus and Kazakhstan formed the Customs Union within the Eurasian Economic Community. France prepares to vote in presidential election

France is set to vote in a presidential election amid widespread disaffection caused by the eurozone crisis and high unemployment. Centre-right incumbent Nicolas Sarkozy is seeking re-election, saying only he can preserve a "strong France". But he is facing a tough challenge from Socialist Francois Hollande, who has said it is "the left's turn to govern". There are 10 candidates in all, and if none wins more than 50% of the votes there will be a run-off round on 6 May. Polls in mainland France and Corsica will be open from 08:00 to 18:00 (06:00-16:00 GMT), with voting stations in big cities remaining open for another two hours. The first official results will be released after the last stations close at 20:00 (18:00 GMT). President Sarkozy, who has been in office since 2007, has promised to reduce France's large budget deficit and to tax people who leave the country for tax reasons. He has also called for a "Buy European Act" for public contracts, and threatened to pull out of the Schengen passport-free zone unless other members do more to curb immigration from non-European countries. Mr Hollande, for his part, has promised to raise taxes on big corporations and people earning more than 1m euros a year. He wants to raise the minimum wage, hire 60,000 more teachers and lower the retirement age from 62 to 60 for some workers. If elected, Mr Hollande would be France's first left-wing president since Francois Mitterrand, who completed two seven-year terms between 1981 and 1995. French presidents are now elected for five years. Frustration Wages, pensions, taxation, and unemployment have been topping the list of voters' concerns. But the candidates have been accused of failing to address the country's problems during a lacklustre campaign. Meanwhile Jean-Luc Melenchon, who is supported by the Communist Party, has galvanised far-left voters. Centrist leader Francois Bayrou is standing as a presidential candidate for the third time. In 2007, he came third, with nearly 19% of the vote. Voting was held on Saturday in France's overseas territories - including Martinique and Guadeloupe in the Caribbean, Reunion Island in the Indian Ocean and French Polynesia. Those territories vote early because results will be known on Sunday evening in mainland France - when it is still mid-afternoon in Caribbean islands and other overseas territories. The presidential vote will be followed by a parliamentary election in June.
