Danang experiences chaos after cheap helmet offer

Danang City has ended an exchange programme that switches low-quality helmets for standard safe alternatives after a distribution point was overwhelmed by eager locals. Chaos at helmet exchange point Dang Nang City's Traffic Safety Committee announced on April 10 that it would audit the quality of helmets used by local people. Poor quality helmets would be confiscated and a new high-quality helmet offered for just VND50,000 (USD2.4). However, because of understaffing, the Traffic Safety Committee was unable to meet huge demand. Low-quality helmets continue to dominate the market, but market management forces have done little to deal with the situation. Danang's policy was intended to discourage poor quality helmet sales. Cuong said, "Danang City has ceased exchanging helmets for locals, and it's the right decision." The local authority is studying more effective measures to provide standard helmets to local people and discourage the use of low-quality helmets. "To eliminate low-quality helmets, we need to inform people of consequences of using them, and help them find standard helmets at reasonable prices", Cuong said. Changing helmets is the only one way resolve the problem. The root cause is the lack of co-operation between agencies in inspecting producers and their outlets. This isn't a difficult task, but no district in Danang has carried out inspections. The responsibility belongs to the Department of Industry and Trade and the Department of Science and Technology. The Department of Industry and Trade needs to deploy market management teams and the Department of Science and Technology should direct inspection forces to manage helmet selling shops. If shops are discovered selling substandard helmets, their counterfeit goods could be seized and the traders would be sanctioned. Small producers that lack a registered brand name or produce substandard helmets need to be detected and dealt with as soon as possible. According to data released by Danang City's Traffic Safety Committee, an additional 50,000 standard helmets are needed until the end of the year.
