He added that vehicle seizures have not yet been used for common violations, such as running red lights or evading traffic police, but that it could be a tool to reduce repeat violators. If the proposed penalty increases are approved, Khoi expects that it will increase road safety. The proposed new regulation would apply vehicle seizures to street racers. He suggested that a vehicles be confiscated for 10 days for common traffic violations and that fines in the inner city be doubled. The city will also attempt to complete construction of four parking lots nearby Tran Nhat Duat, Nguyen Cong Tru, Nguyen Cong Hoan and Nguyen Khanh Toan Streets as well as an underground lot located at Hang Da Market this year. Construction will start on eight more parking lots in urban and residential areas in Hoan Kiem, Ba Dinh, Hai Ba Trung, Long Bien and Tu Liem District in 2012. The city will build 33 more bus stations and parking lots during the 2012-2015 period. By 2015, the city will have built 15 new overpasses for pedestrians and upgraded 35 bridges in need of repair. A major crosstown road is set to be built between 2013 and 2015. There are also plans to build a rapid bus route, named BRT, which will run from Kim Ma Street to Ha Dong District this year. The Cat Linh-Ha Dong urban railway section will be put into use in 2012 and Nhon-Hanoi railway station section in 2016 while construction on Nam Thang Long-Thuong Dinh and Ngoc Hoi-Yen Vien sections will start in 2014.
